Shouldn’t it be 800 numbers are unverified and 900 are verified?

No, because people calling in on an 800 number have to have a credit card (which doesn’t really preclude underaged people doing it, but it’s better than nothing). Anyone can dial a 900 number, since it’s charged directly to the phone line rather than a credit card.
